This isn't a repost is it? I dug it up last night from a dex of funny stuff buried online. I checked and no hits here. But it may well be a well-circulated bit of exposition.

Pretty stark stuff tho considering China has the Olympics this year.

In China, their death penalty is as follows:

You get caught with drugs, murder someone, etc. You have a trial. If you're found guilty they take you in to the back of the court, shoot you in the back of the head on the spot, then BILL YOUR FAMILY FOR THE FUCKING BULLET. That's the way it should be done.

No trial, so no jail time and more importantly no expense on the state. Political Correctness is not in their vocabulary. Looks like a win win situation for the chinese. Family pays for the bullet .... that's fookin hard core. BTW haven't these dudes heard of snipers?
