WASHINGTON - The Federal Communications Commission has proposed a $1.4 million fine against 52 ABC Television Network stations over a 2003 broadcast of cop drama NYPD Blue.
The fine is for a scene where a boy surprises a woman as she prepares to take a shower. The scene depicted "multiple, close-up views" of the woman's "nude buttocks" according to an agency order issued late Friday.
ABC is owned by the Walt Disney Co. The fines were issued against 52 stations either owned by or affiliated with the network.
FCC's definition of indecent content requires that the broadcast "depicts or describes sexual or excretory activities" in a "patently offensive way" and is aired between the hours of 6 a.m. and 10 p.m.
The agency said the show was indecent because "it depicts sexual organs and excretory organs — specifically an adult woman's buttocks."
The agency rejected the network's argument that "the buttocks are not a sexual organ."

that's frickin ridiculous. It's not like they got up close and showed her spread eagle with her asshole poking out. I was flipping through the channels one night and turned to I think it was Saving Grace, and they showed her being left butt nekkid and tied down to a bed by some guy she was banging and he bounced outta there when she said she was a cop. The nude shot was the camera right above her, rising high, and showing her whole back body, from head to toes, butt ass nekkid......... Now I don't know about you, but to me, that's quality television.....

Eiger is right on. The big fat cops ass was indeed shown (to the horror of all America) in that very same episode as has been ruled on now by the FCC. I remember the episode in question got a lot of ink in the press because Dennis Franz (the more accomplished actor than the actress now named) was showing his rear-end and that was a network first (vomit-inducing tho it may have been). HOWEVER the Dennis Franz butt flash is not subject to punishment by the FCC because it was not deemed gratuitous (due to the brevity of the clip I suppose) but the longer shot of the woman's rear-end is under the gun now.
I dunno for sure I don't watch any of those "realistic" cop/detective shows. Nothing gets me more annoyed than hearing the "Law and Order" 2-tone gavel drop sound coming from the living-room TV.
However I do read about the stuff occasionally and I quote now from the NY Post online:
"The ruling describes Ross' semi-nude scene in lascivious detail.
Her character, Detective Connie McDowell, "removes her robe, thereby revealing the side of one of her breasts and a full view of her back," the ruling said.
"The camera shot includes a full view of her buttocks and her upper legs as she leans across the sink to hang up her robe."
The FCC found the scene indecent "because it depicts sexual organs and excretory organs - specifically an adult woman's buttocks." And repeatedly showing Ross' butt was "titillating and shocking."
